The Drummond brass and copper stirrup hand pump with a wooden handle. Made by Ernest H Hill Ltd of Sheffield. Pumps like these were used for dispensing liquids like oil, water, wine, beer from barrels into large jars. Commonly used during air raids in WWII to extinguish small fires caused by incendiary bombs. The Drummond was specifically designed for decanting viscous liquids. Often used in garages and farms. 1910' to 1940's.
