This is a GPO (General Post Office) Multi-Range ~Meter No. 12A with its original leather case (marked Meter Multi-Range No. 12B/1).

Mid-20th century (c.1950s–60s) British Post Office issue instrument used by telecom engineers for line testing and general electrical measurements. These were rugged, field-service multimeters issued to telephone engineers. 1950s-1960s.
